Renovation


  1. Introduction
    1. The purpose of the A & A guidelines is to preserve the distinctive architectural design and the prestige of the building thereof, thereby enhancing the value and image of The Rivervale.
    1. These guidelines are drawn up to assist residents in their fitting-out works (Addition / Alteration Works.) The coverage is not intended to be exhaustive, but serve as guidelines to provide the necessary information on the nature and extent of the addition and alteration works.
  2. General Requirements
    1. Approval
      1. In order not to jeopardize the safety and structural integrity of the building, residents must obtain from the Management Office the approval for carrying out, the addition and alteration works, by submitting to the Management three (3) sets of the plan/s together on the prescribed Application Form as attached in Annex A.
      1. A contact person (i.e. the person who is coordinating the works) shall be appointed by the resident and his name and contact telephone number shall be given to the Management for the purpose of easy communication.
      1. Resident is advised not to commence work before approval is granted. All unauthorized works have to be rectified by the resident at their own cost. Refer to the flowchart for the process of drawing submission.
      1. Resident shall be responsible for the conduct and behaviour of his workmen and is required to forward the “Letter of Undertaking”
    1. Renovation Period
      1. Renovation works shall be carried out between 9:00 am and 5:00 pm from Mondays to Fridays and between 9:00 am to 1:00 pm for Saturday
      1. Strictly No work is to be carried out on Sundays and Public holidays.
    1. Renovation Deposit
      1. Resident/ Contractor must apply for permit to work, before any works can be carried out, through an application form “APPLICATION FOR PERMISSION TO CARRY OUT RENOVATION WORKS”
      1. Submission of the application form and payment of the deposit should be made at the Management Office during office hours.
      1. Resident shall place a renovation deposit of S$2,000.00 by cross – cheques made payable to MCST 2586, for the addition and renovation works.
    1. The Management shall be entitled to utilize the deposit to recover from the resident any sum, due to the Management for the removal of any debris/waste, or for the repair of any damage caused to common equipment/properties arising from the addition and alteration works. In the events of the renovation deposit being insufficient to meet the claim imposed by the Management, the subsidiary proprietor shall compensate and pay the Management the difference of between the said deposit and the amount so claimed by the Management.
    1. Collection of Permit
      1. Collection of the permit will be at the Management Office during operational hours.
      1. Resident is advised to display the permit outside the units until the completion of the addition and alteration works.
      1. The average time required to process the permit is estimated at 5 working days.
    1. Refund of Renovation Deposit

The Management Office will return the deposit to the resident within a reasonable time, without any interest thereon, subject to the following conditions:

  1. Completion of the addition and alteration works.
    1. The Management has received all the as-built drawings.
      1. There shall be no outstanding rectification.
    1. Do’s and Don’ts for Addition and Alteration Works
      1. Residents are allowed to carry out the following works without seeking prior approval from the management:
        1. Repainting of internal walls
        1. Replacing existing built – in kitchen cabinets
        1. Installation of ceiling/ wall paper
        1. Installation of light fitting
      1. Residents are allowed to carry out the following works only after obtaining APPROVAL from the Management
        1. Replacing of wall/floor finishes.
        1. Installation of approved design window/sliding door grilles/shelter at Private Enclosed Space (PES).

(Note: Ail grilles must be installed behind the windows and the boundary line of the door, i.e. within the apartment.)

  • Installation of spilt-unit air conditioners.
    • Hacking/ demolition of existing internal partition wall
      • Erection of new partition wall
      • Removing of existing water closet, basin, long bath and shower stall
      • Installation of built – in wardrobes
      • Replacing existing interior doors
      • Installation of cornices and false ceiling
    • Injury to Persons and Damage to Building’s Property

Resident’s contractor shall be liable for any losses and/or damage arising out of or in the course of or by reason of carrying out of the works.

  • Contractor’s Personnel
    • Upon arrival at the site for the Works, the workmen shall inform the duty
    • Security Officer at the Guard House the purpose of their visit and exchange for the contractor’s passes
    • Contractor is required to declare and report loss of any passes immediately
    • An administration fee of $10.00 per pass will be imposed for the replacement of loss passes
    • Contractor’s workmen shall at times be property attired in uniform that clearly identifies them as the Contractor’s workmen
    • Any contractors/workers found without valid Contractor Passes would be treated as trespassers and will be requested to leave the building
    • The Management reserves the right to refuse to admit workmen employed by the resident or by the Contractor’s sub-contractors
    • Employment of Illegal Workers
      • Resident shall ensure that no illegal workers are employed by him or his contractors in the execution of any part of the Works
      • For the purpose of this clause, “illegal workers” shall mean any persons who entered Singapore in contravention of the immigration Act or who worked in contravention of the Employment of Foreign Workers Act or any statutory modification or re-enactment thereof
    • Common Equipment and Properties

Contractor shall take full responsibility for the care of the common equipment and properties and damage caused shall accordingly be made good/replaced at the Contractor’s own expense. Contractor must provide adequate protection to the common area e.g. Plywood to protect the lifts, wall and doors at the common area etc.

  • Safety Arrangements
    • Contractor shall at all times observe and comply with all prevailing laws and regulations relating to safety and shall bear all costs connected with compliance of the laws and regulation
    • Contractor shall be responsible to take all safety measures to eliminate danger to his workmen, the general public, residents, staff and property of the estate and others.
    • Disposal of Rubbish
      • All temporary works, debris and surplus material rising from the works, shall be cleaned from all surfaces (internally and externally to remove stains such as oil drops, paint works, etc.) to the satisfaction of the Management. No debris is allowed along the common area or staircase
      • All common areas are to be kept cleaned at all times. All dirt and stains are to be cleaned immediately.
      • All debris shall be accumulated at designated area to be determined by the Management. All debris shall be cleared from the estate on the same day
    • Booking of Lift for Delivery/Transportation of Bulky Equipment
      • There is no booking of lift after office hours. Resident is advised to book the lift for the purpose of delivery of bulky materials from 8:00 am to 5:00 pm
      • All bookings must be made in the prescribed form and to be submitted to the Management Office 24 hrs in advance by the contractor.
      • The maximum booking is 2 hours per day per resident
      • All bookings are based on first come-first-served basis
      • Contractors are to ensure they do not cause any obstruction at the loading/unloading bay, staircases, lobbies and any other area. Residents and/or their contractors/renovation workmen must ensure that adequate measures are taken to protect the common property, including the lifts during the delivery or removal of materials by their contractors. Protective lift padding must be collected from the Security Guard House and put up inside the lift before any commencement of work.
      • The common property affected during the delivery or removal of materials must be left in a clean and tidy condition on the completion of work each day
      • Contractors are to reinstate all damages caused to the building and/or property during causes of delivery/loading/unloading
      • Residents and contractors are not allowed to tap water/electrical supply from the common areas unless authorised. A fee of $30 per day is chargeable. The Management reserves the right to offset this amount from the renovation deposit.
